When people ask this question what they usually mean is how do I speed
up my dial up internet connection.

Isn't this what you really want?

Otherwise if you think your computer is slow about churning through
about 1400 Mb's of data on your hard drive you could look into
ATA/RAID.  There's a website out there about using two ATA/66
controllers (cheap) which is something like 1.8 times as fast as a
single scsi.
