Methodology or Philosophy of Troubleshooting

Just for giggles... try /sbin/ldconfig as root.  Sometimes library
authors fail to run this to update library info, or sometimes people
su to root and don't get /sbin in their path, thus resulting in not
being able to run the tool when they run rpm.
