OT How to change icon on android phone?

I think this largely depends on the launcher used, ie stock samsung in your
case. It simply might not let you, and I usually expect the worst of stock
launchers. I always install and use Nova Launcher for the past decade or
so, I never want for more options to customize.
Nova you just long click the icon and choose to "edit" as you said, and if
you have icon packs installed, should show them there.
