How to make a pdf read only?

There are plenty of Linux tools that let you edit PDF files. Here is a
short list, but far from complete list:

* Libreoffice Draw
* Okular
* Scribus

If you want to make a PDF read only, the best you can do is digitally
sign it with a PGP key or something similar.
