Call that number and request to speak to someone about making an order without Windows. Chat them up for a bit, explain what you want, and ask for some sort of relief from Windows cost.
I have had good success with just speaking to support and appealing to a manager if necessary. At the least, you could probably score free shipping or something.
Worst they can do is say no.
