How to safely delete excess files ???

Oh yeah, to actually give an answer to your question: delete them with the
application that made them (in chrome, be sure to check all boxes for
clearing cache and to set the time to 'forever' or however they call it),
or use a combination of find and xargs (or just find -exec).
