Is it safe to dd two drives, if you want to simply transfer data?

new drive must be same size or bigger. see Clonezilla DD+GUI and many
guides and has a guide that can copy to a smaller drive (assuming used
space and no corrupt files... might be a bit easier if in doubt Todd
