At least with Intel chips, you can usually look up the product info at https://ark.intel.com.

In the case of the Core 2 4300, yes it is a 64-bit CPU with 64-bit instruction set support.

Happen to have an exact model of Dell PC? If you are still having trouble finding RAM modules, you could check a memory manufacturer like Crucial (http://www.crucial.com) to see if more modern RAM is backwards compatible.
