Void Linux
Devuan
Funtoo
Alpine
Manjaro OpenRC
*BSD if you consider that a "Linux flavor"

Also, the following list includes distros reputed to be
systemd-free:

I use Void Linux, which inits with runit, every day for hours a day. It
works extremely well for someone willing to get their fingernails a
little dirty (but not as dirty as Funtoo). For those wanting Debian
without systemd, there's Devuan. I've used it on VMs and it works as
advertised.

Alpine Linux is so lightweight that Docker is recommending it for VMs.
Alpine is systemd-free.
