So perhaps ordinary people set up a foundation to register .peo
(people) domain names, and some root servers. People who want to put
our root servers ahead of ICANNs, and if our root servers receive a
query on another top level domain (TLD), we send it to ICANN's root
servers after a 1 second delay to teach people to go direct to ICANN
with non .peo queries.
The Foundation is very important and must have detailed bylaws, because
there are always going to be big bully domain name coveters (Hasbro
coveting Clue Computing's clue.com) and sleazy little extortionists
(the guy who registered coke.com). As well as various disputes about
spam and other bad behavior.
