Is it safe to remove all "Temp" files in .wine ?

Just discovered a lot of huge files with .tmp suffix in
~/.wine/drive_c/users/joe/Temp

Can I assume that is it safe to delete all of these files?

I can't figure out any way to view the contents.
'cat' and 'string' reveal nothing.
They do not seem to be text files, even though they have the suffix '.txt'
Is there any other way to be able to view the contents?
