Since your USB HDD seems to have the initial sectors wiped, if it is 
plugged in when trying to boot to the CD, the computer may be hung 
trying to get a response from the USB and not move on to the CD you are 
trying to load your OS from.

How does your computer behave if the hard drive is not plugged in?

Computers should boot to your live CD with no hard drive at all.
