While it has been used wrongly in some ways, that doesn't mean your
interpretation is correct. In fact it makes no mention excluding the
rights solely to taxation/tariffs. In the case of something like Radio
waves that don't pay attention to political borders, it makes sense for
them to be regulated at the Federal level rather than the State. Unless,
you'd rather have to find a router for your network that only worked in
AZ...
