Liquid layout with Joomla and others? (WAS: best webpage creator)

I like the site, but...
Is it possible to implement liquid layout in <fill_in_the_blanks> CMS?
How'bout "Nightmare Weaver"?
Is it a 'CSS thing' or is it more involving?
How would you go about it?
