No, either install the PPA for Ubuntu 12.04 (if thats what you are 
running), or wait a few days and upgrade to Ubuntu 12.10 and it will 
already have gimp 2.8 in it.

gimp 2.8 PPA:
sudo add-apt-repository ppa:otto-kesselgulasch/gimp
sudo apt-get update
sudo apt-get install gimp
