SSH Tunnel Issue

I was able to ssh using the 2222 port idea.
When I tried the telnet command, I got this:
Trying 127.0.0.1...
telnet: connect to address 127.0.0.1: Connection refused
Trying 10.8.0.1...
telnet: connect to address 10.8.0.1: Connection refused
Trying ::1...
telnet: connect to address ::1: Connection refused
telnet: Unable to connect to remote host
my server process must not be started like I expect...
