There are two ways that I know of.  First is to look on the website.  
Seems obvious, but it does not always have anything there.  The other is 
to look at the NIC records, but that may get you to a business exec, not 
a webmaster.  While that sounds like it may be a positive, it can 
backfire also because the manager may not pass the message on to the 
person that is responsible.  You can get this information from a whois 
command by looking at the "Technical Contact".
