Try opening a command prompt and running /usr/sbin/nm-system-settings or /usr/sbin/NetworkManager
If it's installed at all, that will start the program.
If that doesn't work, you need to put in the CD you used to install Ubuntu, and use synaptic to install the "network-manager" package from the CD.
