I'm giving it a whirl on my computer and there's some dependencies you need. To get by the first one, you need to install kdelibs5-dev. There's other errors after this so you'll need google to find an answer.

You need to cd into konversation-1.3.1 first, then configure.
# cd konversation-1.3.1
# ./configure
The config file is located in the new directory that contains the program you just untared.
