Interesting DNS issue

I wondered what people here might think about this idea about reputation
considerations in a DNS

It seems a very interesting idea full of promise as well as potential
abuse.  I am certainly not qualified to judge the technical merits but I
would surely love a way to significantly clean up the internet experience
for a lot of people.
