Android phone OS releases

Updates depend on both the manufacturer and the carrier.  They also depend on the hardware.  Some hardware just isn't capable of running newer versions without major slowness or UI issues.
Your carrier should let you know if/when new versions are coming, they don't often do a good job of that, however.
