correct way to set timezone & clock/date?

And after each of those lines shown below is a line that says:

addto_syslog: configuration of 148.167.132.200 failed
addto_syslog: configuration of 66.27.60.10 failed

Any ideas?

I am going to google this and see if anything pops up.
