Friend Installs Kubuntu via wubi, no adept installed

Hi,

My friend just installed Kubuntu onto his system via Wubi and has been
having problems installing software. AKA, wubi didn't install adept or any
package manager...

Is this normal? Should he just apt-get install adept or do you guys think
there is something more sinistar?
