Upgrading Kubuntu

Top posting since you did.

I have to believe it has to do with using the remix or something else
that was done.  If you look at the parent tp that page (click "Show
Parent" in the upper left corner), you will note that the instructions
for both ubuntu 8.04 to 8.10 and kubuntu 8.04 to 8.10 show that a
version upgrade button will appear for you to use.  That is not show
on the child page with the section on upgrading the remix.

One thing that is clear is that something/someone must change the
repositories as part of the upgrade.  Normally that would follow using
the upgrade button.

Another thing that seems clear is that ubuntu is set up to protect an
LTS user from upgrading to a non-LTS version unless they specifically
request it.  Kubuntu seems not to do that.
