You know how in H.P. Lovecraft's stories, people read the _Necronomicon_ and 
later went insane?  Now if experienced programmers were to read the source 
code to WindowsME, what do you think that would do to those programmer's 
minds?

Or it could be that they want to crack down on people using _The Anarchist's 
Cookbook_, or it could be intended for use on any large-scale DVD copying 
operation that's illegally duplicating "Gigli" or "The Star Wars Holiday 
Special" or "Manos: Hands of Fate".  Or this particular clause was written 
without any rational thought informing it.  (This is more likely than you 
think in many legislative items.)
