OT Mobilization Orders

After a long battle with technology, koder wrote:

According to a friend who's serving in the cavalry right now, you can 
occasionally get time on terminal-like devices that run a web browser.  (YMMV 
if you're not in the cavalry, of course.)  Bandwidth and latency are 
horrible, or were horrible for him because he was getting connectivity via 
satellite.  He was frustrated with the whole process and interface, and only 
used it to send out short notes to family members.  Maybe they've improved 
the process by now, but I doubt it since it's been months since I've heard 
from him.
