Sounds like your "window decorator" is not loading or is being lost.  I
don't have a solution for you, however.

My laptop with compiz runs the Beryl settings manager which has a reload
function for the window decorator.  I have to use it way more often than
I should.  (Silly ATI graphics drivers, I think.)
