Thats not the point with the people who commit destructive acts. sumply 
unplugging the routers isn't enough. they have to make sure the equipment 
cannot be used.

as for asking point blank, most of the countries will not admit officially 
that they had anything to do with this. and most of the countries involved 
support the terrorists unofficially.

QWEST had (not sure of they still do) a bunch of backup cables that were dark 
(for tax reasons) and had remained dark through much of this decade. I don't 
know if that state of affairs has changed or not.
