Proposal: new "plug-offtopic" email list

I think this is a great idea.

I also don't like to tell people not to discuss stuff on this list,  
but honestly most of the OT/political/etc discussions go right in my  
trash.  It sometimes takes a while to wade through the stuff I'm not  
interested in to read the technical stuff I am interested in.  I  
sometimes find myself deleting swaths of 50+ unread PLUG messages  
simply because I don't have time to read them all.

What do you all think about copying the current PLUG-discuss member  
list to the new list?  Those who don't want to be on it could then  
unsubscribe.  That way, if you  do nothing, you'll get essentially the  
same email you did previously.  For people who want only 1 or the  
other, they can take the action of unsubscribing.

Just an idea.  I normally don't think it's a good idea to subscribe  
people in bulk, but it might be appropriate in this case.
