Not very specific.  This may be a database solution.  If he is technical  at all he could roll his own using M$-Access.  Or my favorite is FoxPro.  You might be able to hire a FoxPro developer for $65.00/hr to create what he needs.  A small project would be probably $1500 - $2500.

You can use a spreadsheet however they are not good at large data sets.  However they are good at analysis and what ifs.
