Actually, If the "buzz" sounds like 60 cycle , it is most likely a
ground fault. THAT can be checked at the network box connections outside
AND the ground rod that SHOULD be at your home. Please do be careful 45
volts Idle, over 100 volts pulsating DC while actually ringing.
Wet (Saturate) the area around the ground rod and see if that helps the
noise. SOMETIMES, it is necessary to drive the rod down a bit OR to
replace it. They are 8' long and solid copper.
