RFC1918 just says it cannot be routed outside the autonomous network.
You aren't paying for backbone connectivity- you are paying for end-user
connectivity. Unless you have your own ASN, seeing RFC1918 space in a
traceroute is not abnormal or noncompliant.
On the other hand, if your ISP is routing bogon traffic (
http://en.wikipedia.org/wiki/Bogon_filtering ) that might be a good clue
that they are probably not all that clueful in the routing arena.
