Jeez, I am full of answers today ;)
I have done this with Apache & SSL before, and have used regular old .htaccess files for auth, and PHP session based authentication.
For the .htaccess setup, I used a free script(cgi) to have people upload files to the system.
For the php setup, I integrated the session based auth with another free upload script(php). The CGI was able to handle larger files without fuss, as this was with php4, and you have to change max file size, etc, in php.ini.
Hope this helps.

If so, could some one point me to a how-to? I can use windows or linux base apache, but would prefer not to have to deal with learning PHP or Python from scratch if I can help it (though I suppose I will have to learn one eventually).
