If you don't install the BOT or COP++/Dans Guardian or use the proxy,
you don't need much RAM at all.  The basic functionality of IPCop runs
fine on a box with 64MB of RAM.

I have used it with 128MB of RAM running the ipsec VPN without any
problems at all.  The system graphs did not even touch the swap space.

However, if you use Dan's Guardian or want a decent proxy cache, you
MUST have lots of RAM.
