xfce is a window manager. Try 'rpm -qi libxfce4util-devel' and
see if that prints any information. 'yum info libxfce4util' and
'yum info libxfce4util-devel' give the following information:

Summary: Utility library for the Xfce4 desktop environment
Description:
This package includes basic utility non-GUI functions for Xfce4.

Summary: Developpment tools for libxfce4util library
Description:
This package includes static libraries and header files for the
libxfce4util library.

You are trying to install the gutenprint-foomatic rpm which depends upon
the gutenprint rpm.
