Apache CSS problem

If it's an external CSS stylesheet, does your webpage have inside the
<head> ... </head> tags, a link tag like so:
  <link rel="stylesheet" href="/includes/style.css" type="text/css" />

If it is an inline css, you should have something similar to the following:

<style type="text/css" media="screen">
<!--
  a {
    color: #BE0237;
  }
-->
</style>
