I think this is a great idea. Obviously, many PLUG members use some form
of Ubuntu. As long as a LoCo can exist within PLUG without
organizational conflicts it seems like a nice fit. I don't know any
specifics of what a LoCo requires, but hopefully there won't be any
showstoppers.

OT: It'd be nice to have some kind of "History of PLUG." I would be
interested, anyway.
