Does arCHMage work only on a Debian system?

Anyone have any experience with 'arCHMage'?
Does it work only on a Debian system? 
Or will it work on any Linux system? 
Will it actually convert a text or html file to an audio file? 
And how life-like could such a computer generated voice actually be?
