/usr/local/bin vs /usr/local/sbin

Well, it's hard to put *everything* on the root partition. But you
should be able to boot single-user mode without /usr and have a basic
functionality (some shells, fsck, mount, an editor or two, etc.) for
diagnostics, repair, and configuration.
