/usr/local/bin vs /usr/local/sbin

I am going with system. The Linux Filesystem Standard people (from LSB)
have this to say:

  /sbin should contain only binaries essential for booting, restoring,
  recovering, and/or repairing the system in addition to the binaries
  in /bin.

I agree with Darrin's explanation of what goes where.
