Domain search without squating?

I want people to register .net or .org ... ETC - look at irs.com - I happened upon this site several years ago when I was looking for irs.gov and mistyped it.

Because it means that you can't go and try for an alternate domain in 
the same namespace (e.g. a .net instead of a .com).
