Domain search without squating?

I also want to register a domain name that has been registered but not 
used for at least the past seven years or so.

whois says:

And that squatter webpage says:

I see it is to expire real soon.

How can I get control of this domain?

I have had a business licence registered in the state of Washington for 
the domain name in question for a few years.

Any ideas?

p.s. I didn't list the domain name in this email as I don't know if giving 
it hits will encourage the squatter to register again. The domain's 
webpage doesn't indicate any way to purchase from them. It is just generic 
links.
