qmail mta vs. cox.net

mail uses "sendmail" command line tool by default. Make sure this sendmail 
is really your qmail.

Check that sendmail is really qmail. If not, check the mail logs for that 
sendmail.

Check your qmail logs.

Just because "mail" accepts the mail and looks successful, doesn't mean 
your local mailer completed the work.
