the format is immaterial as to whether Cox smtp server will handle it.
Either...
A- your modem is still connected and mail is trying to go out through
your modem connection and in that case, smtp.west.cox.net won't send
email
B- you either have 'authentication' turned on (server requires
authentication NO) - None for encryption too
MIME Compliant (Quoted Printable) is default and normally recommended
but should have no impact on whether you can send email.
