The only places I know of where a residential user has multiple cable choices are some apartment and condominium complexes (some parts of Mesa, a few locations in central Phoenix, etc..).
There may be some areas where houses have choices as well, but I'm not aware of them.

Check into Cable America to see if they provide service for a given address, since they seem to be the most common alternate provider.
