Any way to change video card drivers in text mode with Suse 9.3?

I don't remember for sure but does safe mode mount / as read only?

try this:
# mount

see if / is mounted with ro.  if so try this:

mount -o remount,rw /

Otherwise I'm not sure what the problem would be.
