Maybe we can figure out some way to help that does not involve the  
government or their toadies.

Those functionaries want everything cut and dried, pressed, folded,  
and mutilated as per regulation.  And that's generally not the way  
PLUG or the Open Source world views things.
There has got to be many unthought of ways to benefit these   
unfortunate people without having to crawl through the bureaucrats.
