Good test.

Is is the case that currently:
- - Guests cannot submit
- - Registered users can submit but it doesn't automatically post

We will need to build up a group of Authors, Editors and Admins to share
the moderation load.  Hopefully it will get too busy for just me to do it!

The details of these issues will be discussed in the plug-webdev list
when appropriate or interest comes up.
