Hans already answered but I'll enhance that a bit.

It is the "made your web" template.  It is not a default in the Joomla!
install.  It is fairly easy to find.

The designer home page is at http://madeyourweb.com which you will find
in German (I can't read it).  But the download page is here:
http://www.madeyourweb.com/news/neue-version-madeyourweb-template.html

Or, you can get it from the several Joomla! community sites.  I like
http://www.joomlaresource.com with 162 template in their download area.
 Just go to Downloads/Templates to find it.

It is nice in that it has green, red or blue built into it.  You just
edit it's config file to select the color you want to use.
