Looks like the mall system is tracking people and their purchases via 
RFID like tags in their clothes or themselves and classifying what kind 
of shoppers they are, what they have purchased before, when they came 
and when they left the mall, etc...

Even though RFID is supposed to work only at close ranges, there is 
nothing preventing a really well designed antenna from beaming the power 
at the chips from miles away and picking up the responses.  So, combine 
data networks of places like malls, shopping centers and well placed 
sensors on or near highways and you could follow someone/something just 
about anywhere.
